Error description
Using the STRTSMIR command to start multiple subscriptions at once by specifying a wildcard character or the ALL keyword for the subscription name may result in some subscriptions not starting on the first attempt if a significant number of the subscriptions are directed to the same target system, the multiple requests will cause the target engine to run out of resources. In such a situation, the source engine issues the messages, CHC6455E from the CMO task and message CHC9694W will be issued by the SCT task, several minutes after the CHC0220I message for the same subscription's SCT task is seen.

Reduce the number of subscriptions for the same IIDR target to be started at the same time

Problem conclusion
