PH61794: MANY DFHMQ0371 ARE ISSUED WHEN MXT OCCURS, EVEN THOUGH UI91973 / UI91972 IS APPLIED 24/07/16 PTF PECHANGE

Error description

• This APAR takes the fix for PH60891 at CICS 6 back to 5 (720).
  
  Many DFHMQ0371 are issued when MXT occurs, even though UI91973,
  UI91972 is applied.
  
  The problem is with DFHMQMON, it calls process_mxt , that works
  out if it should issue the DFHMQ0371 message, and it does have
  code to restrict the issuing of that message to no faster than
  every 15 secs.  But after the process_mxt call we now can also
  call process_mqmonitors which also has a code path which issues
  DFHMQ0371, which is not guarded by the 15sec code.
