Error description

• TS REORG: When a TS contains a NPSI, a potential syntax error
  in PARTLEVEL keyword can occur when grouping more than 50
  partitions
  

Local fix

• If the 'Group Partitions with NPI' setting is changed to N,
  partitioned objects with non-partitioned indexes will not be
  forced to group.  This will help avoid the current syntax error.
