* PROBLEM DESCRIPTION: Change Management (CM) import fails for *
*                      a multi-target change (MTC) when        *
*                      multiple change files are specified.    *
****************************************************************
When the MTC option is set to Yes for CM import changes, the
following issues are observed:
- Import of multiple change files includes the first file only.
- User-specified ignores are not applied to the importing
  changes
- User-specified masks are not applied to the importing changes.
