  A duplicate open of logical file RUN (DDNAME EQQWSDS) error
  might occur in the General Service Task when it is stopped and
  started while a request against RUN cycle groups is still being
  processed.
  

Problem conclusion

• The issue was caused by a timing problem. Some checks were
  needed in the top module of GS task to handle this situation.
  Fixed by this apar.
