• Closed as program error.

Error description

• WTOs have the following issues:
  1. The BRDCST flag is set, causing them to be sent everywhere in
     the sysplex.
  2. They do not return to the soliciting console.
  3. They have route codes sent.

Problem conclusion

• WTOs are split into 2 categories, solicited and unsolicited.
  1. Solicited WTOs include the CONSID and CART from the
     initiating modify command.
  2. Unsolicited WTOs no longer have the BRDCST flag set.
