Error description

• When doing ALT on a table, if row length is smaller then the
  page size - the pop-up panel ADB27PGA is displayed, showing the
  percent utilization and directing the user to alter table space
  or table to better utilize space.
  
  There currently is no check whether the current percent
  utilization is higher than other suggested.

  When altering a table by using ALT and the new row length is
  smaller than the allowable record size, the ADB27PGA panel is
  displayed. This panel suggests that the user should either
  alter the table space or the table even if the current page
  size provides the highest percent of space utilization.
