Error description
If a Liberty JVM server is enabled as follows: 1) -Dcom.ibm.cics.jvmserver.wlp.autoconfigure=false is set in the JVM profile 2) <include location="${server.output.dir}/installedApps.xml"/> is present in server.xml 3) ${server.output.dir}/installedApps.xml does not exist on the file system then attempts to install/enable a BUNDLE which contains an application for the Liberty JVM server will fail. DFHSJ1100 will be issued with insert EXCEPTION_FROM_JVMSERVER. The JVMLOG and STDERR files will show a java.nio.file.NoSuchFileException occurred when readInstalledAppsXML() in CICSLibertyBundlepartControllerImpl.java was driven.

Within STDERR, there will be a NoSuchFileException thrown as CICS incorrectly attempts to read the installedApps.xml file which does not exist. This APAR also addresses a second problem where a BUNDLE is installed into a Liberty JVM server which has an installedApps.xml file, but no "include" element in server.xml which results in a timeout because Liberty is unaware of the configuration in installedApps.xml. The timeout would be reported by CICSLibertyBundlepartMonitor in the JVMLOG and STDERR.
Problem conclusion
UI91006 UI91005 CICS has been updated to ensure that installedApps.xml is created if it does not already exist. CICS has also been updated to ensure there is always a installedApps.xml include within server.xml.
