PH59976: ZD&T 14.X: LICENSE SERVER TAKES TOO LONG TO RELEASE LICENSES AFTER AN INSTANCE IS STOPPED VIA AWSSTOP

Error description

• ZD&T 14.x
  
  Once a ZD&T 14.x emulated instance is stopped via 'awsstop',
  instead of taking seconds for the License server to release its
  licenses, it takes several minutes and sometimes much longer.
  

Local fix

• To clear all licenses that the license server is serving, run
  the following Linux command on the license server:
  systemctl restart hasplmd
  This will immediately and temporarily clear all licenses.
  If any instances/emulators are running, it may experience a
  brief outage, as it attempts to request another license(s) from
  the License server.

  * zD&T License server release license too slow when an         *
  * instance is stopped. Shutdown takes approx,. 1 min, 20 secs. *
  * After the shutdown it takes more than 6 minutes before the   *
  * license are released. In total almost 8 minutes. This could  *
  * lead to that our internal users get dissatisfied with the    *
  * product.                                                     *
