  though the content is over 20 in character size for PACDR
  files 005010X299A1.

  PACDR transactions (5010X298, 5010X299, 5010X300) not reporting
  error correctly when 2300 REF segment, REF02 >20 when REF01=D9

Problem conclusion

• Updated hipaa_x12 and hipaa_segment trees to detect and report
  2300 REF*D9 REF02 too long if greater than 20.  This same REF
  was also not reporting code value not used correctly for REF*4N.
  
  Applies to:
  Healthcare Pack HIPAA 10.1.0, 10.2.0, 10.2.1, 10.2.2.
  
  Fixed in the next service packs and releases.
