  * PROBLEM DESCRIPTION: The Batch Restart program (ADBTEP2) has *
  *                      been enhanced so that it can now        *
  *                      automatically rebind any packages that  *
  *                      are invalidated by an SQL statement.    *
  *                      Additionally, the new AUTOREBIND        *
  *                      function allows packages to be          *
  *                      automatically rebound when a new index  *
  *                      is created on the table so that the     *
  *                      access paths are refreshed for          *
  *                      dependent packages.                     *
  ****************************************************************
  The following enhancements are added by this APAR:
  
  The following new ADBTEP2 parameters are added:
  AUTOREBIND, REBIND_APREUSE, REBIND_EXPLAIN, REBIND_OWNER,
  REBIND_OWNERTYPE and REBIND_ADDITIONAL_OPTS.
  These parameters can be specified on the Batch Job
  Utility Parameters (ADB2UPA) panel to be used for WSL jobs
  generated by Object Compare, ALT, or Change Management.
  
  Additionally, the following new CM batch parameters are added:
  ADBTEP2_AUTOREBIND, ADBTEP2_AUTOREBIND_APREUSE,
  ADBTEP2_AUTOREBIND_EXPLAIN, ADBTEP2_AUTOREBIND_OWNER,
  ADBTEP2_AUTOREBIND_OWNERTYPE,
  ADBTEP2_AUTOREBIND_ADDITIONAL_OPTS.
