Problem conclusion

• HEAPPOOLS64 has been enabled to alleviate the LE heap latch
  contention and improve performance for AT-TLS processing.  The
  programmatically specified HEAPPOOLS64 values can be overridden
  using the CEEOPTS DD statement if customized values are desired.
