  R3_Rule_34867 and R3_Rule_34868 are producing Left side
  reporting. Error codes for these 2 business rules are I12.
  Rules 34867 and 34868 not reporting error as I9 (unused segment
  present) nor providing CTX information for SBR segment.

Problem conclusion

• The 9 rules for the 837's, checking that 2010BA N3, N4, or DBG
  should not be sent if SBR02 is not '18' to indicate that the
  subscriber is the patient have been updated to consistently
  report I9 and provide a CTX indicating SBR segment.
  
  Applies to:
  Healthcare Pack HIPAA 10.1.0, 10.2.0, 10.2.1, 10.2.2.
