Error description
VSAM open errors such as: FMNBA375 VSAM OPEN RC X"08", Error Code X"AE" can be received with File Manager when accessing a VSAM file with VSAM QUIESCED (YES) and RLS IN USE (YES) shown in the IDCAMS LISTCAT ALL output for the data set.
Local fix
Specify RLS=NO in FMN0POPT, File Manager will then open the VSAM data set in non-RLS mode.

**************************************************************** * USERS AFFECTED: All File Manager VSAM RLS users. * **************************************************************** * PROBLEM DESCRIPTION: A VSAM open error occurs when a VSAM * * file has been QUIESCED and IDCAMS * * indicates it is 'RLS IN USE'. * **************************************************************** * RECOMMENDATION: Apply the provided PTF. * **************************************************************** When a VSAM file is QUIESCED it is closed and un-enabled in CICS, allowing it to be opened in non-RLS mode. File Manager is using the IDCAMS 'RLS IN USE' = YES indicator to open the VSAM data set in RLS mode. This results in a VSAM open error.
Problem conclusion
File Manager is modified such that if IDCAMS indicates 'VSAM QUIESCED' is YES and 'RLS IN USE' is YES then the VSAM data set will be opened in non-RLS mode.
