  Issue Description:
  We need to restrict the visibility of attachments tab of a
  record, for the following requirements:
  ** only specific users / groups should be able to see it
  ** the Attachments tab should be visible only when modifying the
  record
  
  We can use SetTabVisibility API for this requirement. This API
  needs to be included in a script for initialization hook of the
  stateful record.
  
  Parameters used for this code: `Forms:<<Form name which need
  displayed>> Tab:<<Tab which needs to be selected after switching
  the form >> SaveSettings:No.
  
  The attachments tab is hidden on cqweb while viewing the Problem
  record in tabbed view, as expected. However, the attachments tab
  is getting exposed in the Listview mode on CQWeb. The
  Attachments tab should be hidden in ListView mode as well . This
  is the defect.
  

Local fix
