DESCRIPTION:


Use of command GCMDS results in the following allocation error:


DATA SET COTGROB.TEMP.ADBCMD1 NOT ALLOCATED+ IGD17012I USER NOT
AUTHORIZED TO DEFINE DATA SET COTGROB.TEMP.ADBCMD1 DADSM
HISTORIC RETURN CODE IS 172 DADSM DIAGNOSTIC INFORMATION IS
040E0800

Per site-specific standard that doesn't allow the userid to be
the high level qualifier, ensure the TSO prefix is added as the
high level qualifier to the internal data set
userid.TEMP.ADBCMDn that GCMDS uses for processing.
