  remains permanent.
  Other symptoms include Query Monitor monitoring agent for a DB2
  not completing due to high CPU.

  * RECOMMENDATION: Apply the PTF                                *

  1. An S-TAP start-up stalled due to permanently waiting on a
  Query Monitor for DB2 monitoring agent install to complete.
  If something were to go wrong in the Query Monitor shared
  storage initialization phase the ENQ remains permanent
  2. S-TAP missing a change event after a read event with
  implicit close which fails the policy
  

Problem conclusion

• 1. When the storage initialization issue is detected, changes
  were made to ensure the process fails so the CQM caller can
  adequately report the error and remove outstanding ENQs
  2. Ensure S-TAP recognizes cursors that are closed implicitly.
