Error description

• This APAR enables CICS at the region start time to issue
  messages DFHRL0137 or DFHRL0138 to indicate bundles installed
  via GRPLIST have reach their desired state or not.

Problem summary

  * USERS AFFECTED: All CICS Users.                              *
  ****************************************************************
  * PROBLEM DESCRIPTION: CICS BUNDLE resources can sometimes     *
  *                      take a long time to be enabled.         *
  ****************************************************************
  CICS BUNDLE resources especially the ones with Java applications
  can take a long time to be enabled. The time can range from
  seconds to minutes after the DFHSI1517 message which indicates
  control is being given to CICS.
  

Problem conclusion

• CICS has been enhanced to check whether all of the BUNDLEs
  installed via GRPLIST have reach their desired state at the
  region start up time. If they all reached their desired state
  message DFHRL0137 is issued. Otherwise message DFHRL0138 is
  issued.
  
  These messages can be monitored by automation tools and by CICS
  message policy rules that can have an action of opening the CICS
  region's WLM Health as a result.
  The new messages help you determine when a CICS region is open
  for business and ready for workload to be routed its way.
  
  The IBM Documentation will be updated to include these two new
  messages.
