Error description

• When unexpected error is encountered during initialization, CDC
  z/OS may enter into the state of suspending for shutdown, since
  there is no clear message to indicate this, users may mistakenly
  believe CDC can recover automatically once the error is
  corrected. CDC z/OS should terminate under such conditions to
  avoid the misunderstanding.
