Error description

• The following error may occur on older ISPF, z/OS 2.4 and
  earlier, systems:
  ISPP153
  Panel 'ADB21S' error
  Invalid quoted string, end quote or continuation ("+") missing
  
  This error can also occur with panel 'ADB21D'.
  

Local fix

• Remove references of the following comment line from panels
  ADB21S and ADB21D:
  
  /* use <IF construct for below if PH38036 */
  

Problem summary

  APAR PH38036 introduced a change to Db2 Admin Tool panels ADB21D
  and ADB21S that is not supported by older versions of ISPF. This
  new change allows the panel code to function on both older and
  newer versions of ISPF.
