Problem conclusion
The function which compares date-time values normalizes the values to UTC for comparison when the values are associated with time zones. This normalization calculation was corrected. Previously, the sign of a UTC offset was inverted relative to what it should be. Applies to: 10.1.1.1, 10.1.2.0, 11.0.0.0 Fixed in the next service packs and releases.
