• Closed as program error.

Error description

• IHS processes may show high CPU calling the msgrcv() routine for
  a brief period of time, more logging is required.

Problem conclusion

• The code was updated to log a warning in this unexpected
  condition.
  
  The fix for this APAR is targeted for inclusion in IBM HTTP
  Server fix packs 8.5.5.25 and 9.0.5.19. For more information, se
