PH56938: MESSAGE CSQX038E IS REPORTING THE WRONG QUEUE NAME

Error description

• Message CSQX038E is being issued while the cluster repository
  manager is trying to route a cluster command message to the
  SYSTEM.CLUSTER.COMMAND.QUEUE on another cluster queue manager
  via a manually defined cluster transmission queue.

  *                      Cluster Transmit Queue Name when the    *
  *                      queue manager is configured with        *
  *                      manually defined Cluster Transmit       *
  *                      Queues.                                 *
  ****************************************************************
  The message CSQX038E prints a preset queue name value of
  'SYSTEM.CLUSTER.TRANSMIT.QUEUE' when referring to the queue
  name. This results in the wrong Cluster Transmit Queue name
  being printed with the message when the queue manager is
  configured with manually defined Cluster Transmit Queues.
  

Problem conclusion

• The code has been changed so instead of the name of the Cluster
  Transmit Queue being preset for message CSQX038E, the Cluster
  Transmit Queue name is dynamically obtained so that the correct
  queue name is displayed with the message.
