Error description

• Timing in heavily loaded environments can cause interval
  datasets to be incomplete when MSGCQM2401I is issued,
  potentially leading to records missing in offload.
  

Local fix

• If automation triggers the offload on the MSGCQM2401I,
  introduce a brief (3-5 seconds) pause prior to submitting
  the job.
