  NCPDP PACDR Implementation Guide (IG) indicates that when
  datetime values are mandatory, the datetime values must be
  valid.
  
  The IG Date and Time are defined as Numeric fields, but when
  they are Not zeroes, the values must be a valid date or time.
  
  The type tree validation does NOT error for an invalid date or
  time value.
  
  Example: The type tree allows 20231956 as a valid date and 2570
  as valid time.
