Error description
Customer is unable to backup CF structures. The reason for this is because SMDS dataset couldn't be dynamically allocated by the queue manager, thus leaving the dataset unavailable and in an ALLOCFAIL state. This was indicated by the earlier CSQE222E messages with reason code 02540000 when connecting to the structure which indicates that the required ENQ was unavailable. Unfortunately the cause and duration of the SYSZTIOT ENQ contention is often outside of the control of MQ. At present, the queue manager handles this by automatically retrying the allocation request on subsequent attempts to access the SMDS, for example following a put or get but not for a BACKUP CFSTRUCT. This APAR was raised to extend this behaviour for a BACKUP CFSTRUCT. This APAR will result in the dynamic allocation also being automatically retried in this scenario.
Local fix
Issue the MQ command START SMDSCONN(*) CFSTRUCT(structure-name) Then issue: BACKUP CFSTRUCT(structure-name)

This resulted in the BACKUP CFSTRUCT command continuing to fail as the required SMDS remained in a failed state.
Problem conclusion
The code has been changed to automatically retry the allocation request on subsequent attempts to access the SMDS for a BACKUP CFSTRUCT command.
