Error description

• After GDPS initialization, the first monitor1 interval for the
  current master skips the processing required to prepare systems
  for HyperSwap. GEO565W messages persist longer than expected.
  
  In the reported case, the delay in HyperSwap readiness was
  also exacerbated by the installation's use of a longer than
  usual monitor1 interval.
