The root cause of the problem may be handled by the usage metering server feature and never reported in the logs, FFDC, or trace.
Problem conclusion
The usage metering feature in WebSphere application server has been updated to improve error reporting when a failure occurs and trace has been updated to include more details about failures. Diagnosing and correcting the configuration will be easier. The fix for this APAR is targeted for inclusion in fix packs 8.5.5.25 and 9.0.5.19.
