Error description

• Update the QMF 13.1. QMF.SDSQSAPE(DSQ1BPKG) BIND PACKAGE job
  to include an option for creating a REBIND PACKAGE job.
  

Local fix

Problem summary

• This fix adds new capability to the QMF1310.SDSQSAPE(DSQ1BPKG)
  job. DSQ1BPKG can now generate either a BIND PACKAGE or
  optionally, a REBIND PACKAGE job.
  

Problem conclusion

• With this fix, QMF1310.SDSQEXCE(DSQ1DEFS) adds a new parameter
  called 'BINDTYPE'. See QMF1310.SDSQEXCE(DSQ1DEFS) 'Change 16'
  for more information.
  
  When BINDTYPE is set to a value of 'REBIND', running the
  QMF1310.SDSQSAPE(DSQ1BPKG) job will generate a REBIND
  PACKAGE job. Any other value detected for BINDTYPE will
  generate the default BIND PACKAGE job.
  
  Note that most QMF configuration and PTF installations will
  require the default BIND PACKAGE be run. This will be noted
  in the installation roadmaps and PTF hold actions as
  necessary.
