Error description

• When adding an user in ITX 10.1.2 Design Server on Linux, the
  "Role" is not assigned if the language is Japanese in the
  browser settings. Because of it, this user is unable to edit or
  enter Map rules.

  Problem Description:
  On Design Server, Role is not assigned when adding an user, when
  the Language is Japanese in their Chrome browser

Problem conclusion

• Fixed code with Japanese locale was having issues with role
