  * PROBLEM DESCRIPTION:                                         *
  * This APAR provides code to support a                         *
  * future enhancement to the utility                            *
  * history function.                                            *
  * In addition, these problems are                              *
  * addressed for the utility history                            *
  * function available in function level                         *
  * V13R1M501 (or higher) when subsystem                         *
  * parameter UTILITY_HISTORY is set to                          *
  * UTILITY:                                                     *
  * 1. Correct V13R1M500* behavior.                              *
  * 2. For certain utility scenarios,                            *
  *    correct the accuracy of the                               *
  *    NUMOBJECTS column value in the                            *
  *    SYSIBM.SYSUTILITIES table row.                            *
  * 3. MSGDSNU3032I - ERROR DURING UTILITY                       *
  *    HISTORY COLLECTION - during utility                       *
  *    executions.                                               *
  * 4. ABEND04E with RC00E40012 or                               *
  *    RC00E40317 after a resource                               *
  *    unavailable condition on a DBD                            *
  *    lock when updating SYSUTILITIES.                          *

  * RECOMMENDATION:                                              *

  This APAR provides code to support a future enhancement to the
  utility history function.
  In addition, these problems are addressed for the utility
  history function available in function level V13R1M501 (or
  higher) when subsystem parameter UTILITY_HISTORY=UTILITY:
  1. When a lower function level is activated, i.e., V13R1M500*
     or lower, utility history information is still collected for
     utility executions, but should not be.
  2. Correct the accuracy of the SYSUTILITIES.NUMOBJECTS column
     value which is the number of objects for a utility execution
     in these scenarios:
     - CHECK DATA does not include the exception tables and
       indexes in the number of objects.
     - REORG SHRLEVEL CHANGE does not include the mapping index
       in the number of objects.
     - REORG SHRLEVEL CHANGE that materializes an ALTER
       TABLESPACE MOVE TABLE TO TABLESPACE does not include the
       target table space(s) in the number of objects.
  3. DSNU3032I - ERROR DURING UTILITY HISTORY COLLECTION -
     may be issued during utility executions.  This may occur
     during RESTART of a MERGECOPY or other utilities that
     abended very early in the 1st invocation.
  4. A utility could issue an ABEND04E with RC00E40012 or
     RC00E40317 when a resource unavailable condition is
     encountered on the DBD lock for the catalog (DSNDB06)
     or a user database while in the process of inserting or
     updating the SYSUTILITIES row.

  In addition, these problems are corrected for the utility
  history function available in function level V13R1M501 (or
  higher) when subsystem parameter UTILITY_HISTORY is set to
  UTILITY:
  1. If a function level lower than V13R1M501 is activated
     while using the utility history function, utility history
     collection (insert and update of the SYSUTILITIES row)
     will cease.
  2. The SYSUTILITIES.NUMOBJECTS column value is corrected for
     the utility scenarios described above.
  3. The DSNU3032I message is no longer issued during restart
     of a MERGECOPY (and other utilities) after it abends
     early in processing in the 1st invocation.  The insert of
     the SYSUTILITIES row is now committed earlier in utility
     processing.
  4. Utilities will no longer issue ABEND04E with RC00E40012
     or RC00E40317 for resource unavailable conditions on the
     DBD lock or other DBD error conditions for the catalog or
     user databases during utility history collection, i.e.,
     insert or update of the SYSUTILITIES row.  When
     addressability to a DBD cannot be acquired by utility
     history processing, the SYSUTILITIES.NUMOBJECTS column
     value may not include the objects processed in that
     database.
