PH55464: IPLTYPE change on R-sys fails with 'conflicting site table update' error

Error description

• When changing IPLTYPE either by script or through GDPS
  panels on the R-sys the attempt may fail and GEOTRC messages
  like the following are observed in Netlog:
  
  VPCEIPLN: Bad>> IPLTYPE CHANGES FAILED FOR <system>
  VPCEIPLN: Bad>>-R=1/1
  VPCEIPLN: Conflicting site table update. Ipltype changes aborted
  
  The IPLTYPE script statement ends with rc=8
