Error description

• If the DBRM Library on Bind Package panel ADB21KB does not
  exist, an unsuccessful Bind occurs with no error message of what
   caused the failure.

  If the DBRM library on Bind Package panel ADB21KB does not
  exist, an unsuccessful bind occurs with no error message of what
  caused the failure. The following standard error message should
  have been issued before the bind process occurred:
  For example:
  ADB200E DATASET NOT FOUND: '<hlq>.SADBDBRM'
