PH55224: ADD CAPABILITY TO REQUEST DB2 HPU TO PRODUCE LE TRACEBACK AND/ORIPCS DUMP IN CASE OF ABEND

Error description

• When Db2 HPU terminates in abend, the system can produce a
  CEEDUMP and its embedded LE traceback and/or an IPCS dump. This
  diagnostic material, very useful for advanced diagnostic by the
  IBM support, is not produced when the system settings disallow
  programs running in key 7 to generate such information. very
  useful to the IBM support when diagnosing an issue involving an
  abend.
  Db2 HPU should provide an alternate way to make sure this useful
  information is produced even when the system settings does not
  allow it.
