PH54846: JVM server stuck disabling following Exception for slow Liberty server start

APAR status

• Closed as program error.

Error description

• A JVM server is stuck in a disabling state as a result of the
  following exception during
  
  Liberty startup joblog :
  JVMSERVER XXXXXX is now enabled and is ready for use.
  JVMSERVER XXXXXX is being disabled due to a PHASEOUT
  request.
  
  In the JVMLOG:
  java.lang.Exception: Server has not responded within xxxxx
  milliseconds
  
  This JVM server causes the subsequent shutdown of the CICS
  region to hang..
  

Local fix

• Set a larger timeout value for:
  com.ibm.cics.jvmserver.controller.timeout=e.g. 600000 (10 mins)
  to allow the Liberty server to start normally.
  

Problem summary

  * PROBLEM DESCRIPTION: CICS Liberty JVM server fails to start  *
  *                      within the set timeout limit and        *
  *                      CICS attempts to disable it using       *
  *                      a PHASEOUT but the JVM server remains   *
  *                      in a DISABLING state.                   *
  ****************************************************************
  There is a timing window within which if a Liberty JVM server
  exceeds the startup timeout value (determined by property:
  -Dcom.ibm.cics.jvmserver.controller.timeout), the PHASEOUT
  process fails to complete leaving the JVM server in a
  DISABLING state.
  

Problem conclusion

• CICS has been change so that PURGE, FORCEPURGE and KILL will
  be used if necessary to ensure the JVM server is disabled.
