So when the nodeagent try to restart the AppServer it is failing with port conflict error.
Problem conclusion
The code is corrected to make sure nodeagent is killing the appserver if it can not be stopped for being not responsive. The fix for this APAR is targeted for inclusion in fix pack 8.5.5.24 and 9.0.5.17.
