  * Specifically Db2 13 for z/OS users of                        *
  * native REST services.                                        *

  * PROBLEM DESCRIPTION:                                         *
  * This APAR enhances the DSN FREE                              *
  * PACKAGE command to support freeing                           *
  * inactive native REST packages. DSN                           *
  * REBIND PACKAGE command is also                               *
  * enhanced to support the SWITCH option                        *
  * for native REST packages.                                    *

  Currently, the only method of freeing inactive REST service
  packages is by invoking the API dropService request, or by the
  DSN FREE SERVICE command.  The shortcoming to doing this is
  that the REST service itself is freed and all packages both
  active and inactive are freed.
  With the growing use of native REST services, users require the
  ability to free only inactive REST service packages without
  freeing the active service.  This promotes good housekeeping
  by removing unneeded inactive packages and provides storage
  relief.

• The FREE PACKAGE command is enhanced to free inactive REST
  service packages. The PLANMGMTSCOPE option values INACTIVE,
  PREVIOUS, ORIGINAL, and PHASEOUT, and the suboption
  INVALIDONLY values of NO and YES, are supported for native
  REST.
  The REBIND PACKAGE SWITCH option is also enhanced for native
  REST packages. This allows the PREVIOUS or ORIGINAL
  copy of a package to become the current copy for a REST
  service.
