• This APAR has been opened in order to fix several JAXB issues
  with Java 11 after applying PH47221 to CICS TS

  Applications that use JAXB and/or JAF encounter
  java.lang.ClassNotFoundException or fail to resolve their OSGi
  imports for javax.activation or java.xml.bind classes when
  installed into OSGi JVMSERVERs using Java 11.
  

Problem conclusion

• UI83848
  
  CICS has been updated so that the JAXB and JAF jars delivered by
  PH47221 are always added to the classpath/OSGi framework of
  OSGi JVMSERVERs running Java 11, along with the OSGi Resource
  Locator jar to ensure these libraries are available to
  applications.
  
  Additionally javax.activation is now only added to the list of
  IBM exported packages in JVMSERVERs using Java 8.
