Error description

• CLM01 should be unique per submission. When passing different
  CLM01 values in 2300 loops, an error is reported in Compliance
  Check HTML and in HIPAA 999 output.

   7 rule, even though existing rule types would seem to support
  that.

Problem conclusion

• Rule type R49 will not work, as only checks 1 digit. Rule type
  R10 was updated in rules.h in hcsvu to properly support the
  check of a full element value unique within scope.
  
  Applies to:
  Healthcare Pack HIPAA  10.1.0, 10.2.0, 10.2.1
  
  Fixed in the next service packs and releases.
