Error description
When a non-local SCI is terminated, the status to the non-local ODBM still remains ACTIVE. In this situation, ODBM returns an error message HWSK2915E.

Problem conclusion
A new status NOTRCHB is added to ODBM status. The status is displayed if ODBM is running but not reachable because the SCI on the LPAR that the ODBM is running on is down. When the ODBM status is NOTRCHB and an ODBM Routing Rule is enabled, and warning message HWSK2875W is returned
