Error description

• HIPAA Compliance Reports Failure when 837I 2300 HI*BE Segments
  have missing Value Code Amounts.
  
  When the Health Care Information Code - Value Information
  Segment (837I 2300 HI with HI01-01="BE") has missing Value Code
  Amounts (HInn-05), an incomplete data audit condition is
  triggered, the 999 does not include any element or sub-element
  level detail, and the 277CA Response status for the claim is not
  correct.
  
  Involves excess trailing delimiters and the "E15" data audit
  error code.

  When 837P data has HI0n01=BE, and HI0n05 missing with all
  subelement delimiters present, data fails for entire segment and
   claim level rejection processing stopped.

Problem conclusion

• Segment trees updated to Update HI_Amount type in X223, X299 to
  remove partition, as this was affecting validation results if
  this subelement was null or blank, and restor# length to
  original 8

  Healthcare Pack HIPAA 10.0.0, 10.0.3, 10.1.0, 10.2.0, 10.2.1
