Error description

• If a table is used in one or more source subscriptions, but in
  none of them is it configured with Method set to Mirror, i.e.
  all are Method:Refresh, then it should not be required to set
  the table's DATA CAPTURE attribute to CHANGES.  DATA CAPTURE
  should only need to be set to CHANGES if at least one of the
  subscriptions has configured the table to use Method:Mirror.
