Error description

• The APPLCOMAT parameter for the BIND is set by DSQ1BPKO
  and there is no way to set the value other than changing
  the REXX code. The user does not want to change the REXX
  Exec to change the APPLCOMAT.

  The APPLCOMPAT value for the BIND PACKAGE should be controlled
  by a new parameter in DSQ1DEFS or by the DSNZPARM setting.
  

Problem conclusion

• Introduced a new variable called APPLCOMP in DSQ1DEFS.
  The User will be able to control APPLICATION COMPATIBILITY by
  this new variable. If the APPLCOMP value is not specified then
  DSNZPARM value will be used.
  Now User does not need to modify QMF1310.SDSQEXCE(DSQ1BPKO)
  (which is a REXX exec) to change the APPLICATION COMPATIBILITY.
