DESCRIPTION:  User issues ALTPART command for a partitioned
table with more than 64 columns. The user then adds a partition
at the end and  issues the NEXT command. An abend then occurs in
module ADB27AP with completion code = 4039.

* PROBLEM DESCRIPTION: The user runs ALT on a partitioned      *
*                      table that has more than 64 columns     *
*                      and uses the ALTPART command to add     *
*                      a new partition to the end. During the  *
*                      process, the user specifies NEXT and    *
*                      gets an error.                          *
****************************************************************
The user wants to use the ALTPART command on the ALT panel
to add a new partition to a partitioned table that has more than
64 columns. After typing the data for the new partition,
the user specifies the NEXT command and gets the following
error:

USER COMPLETION CODE=4039 REASON CODE=00000000
IBM0421S ONCODE=520 The SUBSCRIPTRANGE condition was
raised.
