PH52021: DFHSM0002 A SEVERE ERROR (CODE X'0D1E') HAS OCCURRED IN MODULE DFHSMMF WHEN FREEING OFF A TIOA

Error description

• The customer experienced the following :
  
  DFHSM0002 a severe error (code X'0D1E') has occurred in
            module DFHSMMF
  DFHIR3785 Interregion control task CSNC abend. Interregion
            activity will be abnormally terminated
  
  This fails because we fail to set a pointer to the SCA
  when a dummy TCTTE is passed to storage manager on a
  freemain call.

  *                                                              *
  *                      DFHIR3785 Interregion control task CSNC *
  *                      abend. Interregion activity will be     *
  *                      abnormally terminated                   *

  An MRO Connection request is found to be out of date.
  When the request was received it could not be completed
  immediately and was placed on the work queue. Once dequeued it
  was found that the request was stale and no longer needed.
  The attempt to freemain the TIOA associated with the request can
  fail due to the SCA (Subpool Control Area) pointer not being
  set.
  
  This is because for a new Connection request there is no TCTTE
  associated with the TIOA, so a DUMMY TCTTE is passed on the call
  to Storage Manager. During freemain processing a check is made
  to see if the storage freeze indicator is set ON in the TCTTE
  passed on the call. If it is then this indicates that the
  storage is not to be freed at this time. The offset of this
  flag is however off the end of the DUMMY TCTTE passed so the
  check is made on random storage. If the bit is ON then this
  leads to CICS thinking the storage is frozen, the SCA pointer
  is not set and the TIOA is not freed.
  
  This leads to the DFHSM0002 a severe error (code X'0D1E')
  has occurred in module DFHSMMF.
  And is eventually followed by DFHIR3785 Interregion control task
  CSNC abend. Interregion activity will be abnormally terminated.
  

Problem conclusion

• A new Terminal Type (TCTTETT) field TCTTEDUM (EQU X'FF') has
  been added to indicate a DUMMY TCTTE. If the TCTTE passed on
  the FREEMAIN call to Storage Manager is a DUMMY TCTTE, then the
  storage freeze indicator will not be checked.
  
  The CICS Transaction Server for z/OS V6.1 Data Areas manual will
  be updated in Table 600 with:
