PH51656: ENQUEUE/DEQUEUE REPORT DOES NOT REPORT SOME MESSAGES AS DEQUEUED

Error description

• In an IMS shared queues environment, when an Output message
  dequeue is bypassed (x'31' Message GU for APPC) the
  Enqueue / Dequeue report incorrectly waits for the CQSREAD free
  record, instead of reporting the message as being dequeued.
  This results in some output messages not reported as dequeued
  in a shared queues environment.

  not reported as Dequeued, as IMS PA is waiting on the CQSREAD
  free record to free the message.
