IIUH0068E (DYNAMIC ALLOCATION FAILURE) can be issued for a primary database dataset of non-HALDB when the secondary index is rebuilt by using the HPU scan.
Local fix
As a workaround, you can avoid the IIUH0068E error by adding the DD statements for the prime database data set and the primary index database data set to the Index Builder step.
