Problem summary

  * USERS AFFECTED: Users of Enterprise COBOL 5 and later        *
  *                 releases running programs that perform open  *
  *                 operations on empty but initialized VSAM     *
  *                 files with RLS access mode. The empty VSAM   *
  *                 file must have been initialized through      *
  *                 having had data written to it then deleted.  *
  ****************************************************************
  * PROBLEM DESCRIPTION: An 0C4 Abend may occur at offset 0x50   *
  *                      in IGZXVLER or the File Status may be   *
  *                      set to 90 when performing open          *
  *                      operations on empty but initialized     *
  *                      VSAM files with RLS access mode.        *

  * RECOMMENDATION: Install the provided PTF.                    *

  When performing open operations on empty but initialized VSAM
  files with  RLS access mode, an 0C4 Abend may occur at offset
