Error description

• DVM November 2022 Server Release
  - Single Select for Packed decimal column gives incorrect result
  - Error while inserting a single field
  - 'WHERE' clause using char/varchar checks only till its field
    length, this results to incorrect output
  - Need to distribute WLMMINIMAL in IN00 since DEFAULT value is
    changes to YES
  - Move RUNSTATS out of global variables and Allow for the
    fabrication of RUNSTATS
