Error description

• The FILLLEFT function adds additional NULL character to Text
  Binary Item when the referenced Packed number contains two
  leading zeros.
  
  The problem occurs with ITX 10.1.1.0 and 10.1.1.1.
  
  The problem does not occur if the number being packed has a
  single leading zero instead of two leading zeros.

Problem conclusion

• Fixed issue with FILLLEFT when padding a Binay Packed item.
  Previously an incorrect value was produced, padding was in the
  middle of the data.

  10.1.1.1, 10.1.2.0
